These are Windows Vista Business reinstallation discs for a PC which originally came with an HP 8510 laptop. It will probably only install on supported HP computers. It is not a retail version of Windows and it will not install on non-HP systems. No license key is included. If it requests it, you will need to provide your own. The two operating system discs do not indicate a specific model, so they may cover multiple HP and Compaq models from the era. The Application & Driver disc specifically mention the 8510 series, which is what it came with.
